Help with some identification would be most welcome
Case diameter 48mm.

There is a hallmark, perhaps for the case maker, - in a small box the characters E&F.

The movement appears to be "L'Epine patent lever"; could that have been manufactured in the US, and if so by whom?

I know virtually nothing about watches so please correct me when I'm in error.

The name and city inscribed on the watch - would that have been the owner's name? In this particular example there was also a jeweler of that name in Charleston, SC. Would that be the way the jeweler would "advertise" his wares.

The back of the face had 3 characters engraved /stamped PIC What would those represent? What is the likelihood that this was the original face?

The portrait is of Henry Clay.
