I've seen a few original Cartier-badged Wrist Alarm before and typically they would have a movement marked as "European Watch & Clock Co."

Do you have pictures of the inner case markings and any gold hallmark cartouches on the exterior of the case? This would tell you a lot, as a correct Cartier watch would, at the very least, have a case with French gold hallmarks, not Swiss.

Zaf will probably chime in, but I would probably lean towards saying this was originally a JLC watch that has an older refinished dial with the Cartier name added.

For comparison, here are pictures of an original JLC version that was in my collection:

A few things concern me about your watch:
1) The outer dial is much fresher than the inner dial, leading me to believe it was refinished.
2) The perlage finishing on the inside of your case looks like it has been ground down or badly scuffed (to take off JLC markings?) and the light "European Watch" marking doesn't look right, compared to other Cartier case signatures I've seen.

Maybe others will have more to add.

The close-up photo of the inside caseback of your watch helps a lot. With the greater detail, the Cartier stamp (European Watch & Clock Co.) does look correct, as compared to the inside case of another Cartier I have (photo below):

The responsibility mark (small diamond-shaped stamp) also appears correct, with the "EJ" initials (Edmund Jaeger) identical to the stamp on my Cartier watch:

I haven't ever seen a Cartier with a JLC-signed movement, but that doesn't mean they don't exist. I've seen several cal 815 and 825 automatic Memovox movements with the proper "European Watch & Clock" signature, but haven't come across another Cartier with a cal 489 yet that I could say for certain. This barrel-lug Wrist Alarm model was the very first wrist alarm produced by JLC (first manufactured 1949 and introduced at Basel in 1951) and perhaps the early movements weren't Cartier-signed. Maybe somebody else knows?

If you're located in the U.S., I can give you the contact info for Cartier's vintage experts in New York. I've worked with them several times in the past on rare/interesting Cartier pieces. Contact me offline at greg@gregoryswatches for their contact info.
