2-part answer:

JLC screw back cases have been around for decades... virtually since waterproof cases were invented. Almost every case manufacturer has a different wrench design for their cases, but there are universal case wrenches sold with changeable tips that work for most cases.

However, if you're referring to the "Use All Proof 1260 (or other number) Wrench" that is stamped on many LeCoultre case backs, this wrench is actually a crystal compressor, not a case back opener. These case backs are 1-piece and do not open. The movement is accessed through the top/bezel after removing the crystal with the crystal compressor wrench.
