This is an American market "Parking Alarm". You set the current time to how much parking you have purchased on the inner disk and it will go off when the meter expires. Age is circa 1960.

Wow -- What an odd thing to make a special feature (though perhaps more practical than a moon phase for most). Quick question Zaf. This watch probably hasn't seen daylight in 15 years.
