The clock pointer for night time is a matter of putting luminous paint on the clock pointers. Any watchmaker should be able to help you.

www.julesborel.com has bergeron luminous paste in white, green and yellow. Just take it to a watchmaker, it is a lot simpler than doing it yourself.
