I have an 18k & Platinum Didisheim watch that is in great running conditions. The watch states that it has a "Plat. top". It also is stamped Belais IFCOING, 17 jewel. My question is how much of this watch is platinum just the top case?

If you look carefully at the case, you'll see that the settings holding in the diamonds and synthetic sapphires are a separate piece. These settings are the only part that are platinum. You'll also commonly see this marked on cases as "plat. trim". The bulk of the watch case is 18K.
