This is a watch I am considering purchasing. I would appreciate you opinion on it's authenticity.

My concern is the dial, specifically the subsecond area. My limited experience tells me that it should have concentric rings. I can't see them. I also do not have access to the watch in person to verify.

I am told the watch is original with no previous restoration work completed.

Any insight you can offer would be greatly appreciated.

The dial looks original to me, though not in the best of condition. However, what makes you think the movement is that of a chronometer? What caliber is it?

28.10 RA is what I am told.
Case reference is 2499.
Omega's vintage reference section shows reference 2499 to be a chronometre grade movement. Did they print that on the movement in the late 40's?

28.10 RA should be under tha balance wheel. The case reference # would not be on te movement.

So, is it your opinion that the watch is genuine?

Also, assuming that I purchase this watch. Do you offer restoration services on a movement that is this old?

Assumning it is in fact a 28.10RA, the watch looks genuine to me. I do offer movement services, but no dial refinishing. If interested, please contact off list, thanks.
