Is it ever safe to buy vintage watches on ebay? Is a "restored" dial something to avoid?

I don't really want to comment on specific eBay offerings, but if you don't know what you're doing, I personally do not think it is a good place to buy. FOr an expensive watch, a restored dial is something to avoid. If's a run of the mill watch, it doesn't matter that much.
